For an area to be considered sanitized it is cleaned to the point of protecting the general health of the users of that area. By definition, an unsanitary condition poses a health risk, and the purpose of cleaning is to correct and eliminate that risk. If a health risk has not been eliminated to a level we consider safe, adequate cleaning has not been completed.
